Was born on May 15, 1958 in Shelekhovo settlement, Borodulikhinski rayon of Semipalatinsk region.
Education: higher. In 1976 graduated from Semipalatinsk financial and economic technical school, in 1987 - Semipalatinsk zootechnik-veterinary institute.
Labour activity began in the tax inspection of Borodulikhinski rayon of Semipalatinsk region, then served in the Soviet Army.
1978-1981 - instructor of the organizational department Borodulikhinski rayon executive committee of Semipalatinsk region.
1981-1983 - chairman of executive committee of the Orlovski rural Council of People's Deputies of Borodulikhinski rayon of Semipalatinsk region.
1983-1984 – head of the organizational department of Borodulikhinski rayon executive committee of Semipalatinsk region.
1984-1986 - instructor of the agriculture department of Borodulikhinski rayon committee of Communist Party of Kazakhstan of Semipalatinsk region.
1986-1990 - secretary of the party organization of Pushkin collective farm of Borodulikhinski rayon of Semipalatisnk region.
1990-1991 - chief inspector of the tax inspection on Borodulikhinski rayon of Semipalatinsk region.
1991-1994 - head of the tax inspection on Borodulikhinski rayon of Semipalatinsk region.
1994-1995 - first deputy tax inspection head on Semipalatinsk region.
1995-1997 - head of the regional administration of the tax police on Semipalatinsk region.
04.1997-05.1997 - first deputy Semipalatinsk region akim, acting as Semipalatinsk region akim.
1997-1998 - first deputy Eastern Kazakhstan akim.
06.1998 - 10.1998 – akim of Semipalatinsk city of the East Kazakhstan region.

The Maslikhat, a local representative organ, is elected on the basis of universal, equal and direct suffrage. Its main functions are as follows: to rovide the community with the right to participate in making decisions on regional affairs, and state ownership management; the ratification and execution of the local budget; to establish local taxes and dues; to create economic and social programs for oblast development; to preserve law and order; to provide people with social and cultural values, living services and public utilities. The head of the Maslikhat is the secretary elected by the deputy corps. The present secretary is Vasilij Ivanovich Akhaev.

The appearance and growth of an independent public movement and its aspiration for participating in political, economic and social life testifiesto the development of our community. Dozens of non-government organizations and associations work successfully in the region. They are all open to cooperation with similar international organizations.

 

East Kazakhstan branch of the Voluntary Union "Republic political party "Otan" (Motherland)"

The idea to establish the party arose in the masses, among active members of the Voluntary headquarters in support of the presidential candidate Nazyrbaev N.A for the republic. As a result of the final meeting of the Voluntary headquarters on 19 January 1999, the decision to transform it into the party "Otan" was taken by unanimous vote.

Since the first congress of the republican party "Otan" (March 1999) in the East Kazakhstan region, purposeful organization work, aimed at establishing regional and city party representatives, as well as attaining the aims set by the President of Kazakhstan Nazyrbaev N. A. at the congress has begun. At present, the East Kazakhstan Regional party has about twelve thousand members. The representatives of the party can be found in more than nineteen oblasts and cities of the region.

The East Kazakhstan branch is engaged in performing active social and political work in order to promote ideas, aims and missions of the party. Its goal is to influence all sections of the population, to stimulate the population in support of the reforms conducted by the President, his initiatives, as well as manage a strategy of Kazakhstan development until 2030.

The regional party planned a variety of political, social, ideological activities for 2000 and now these plans are being carried out. For instance, the activities in honor of the year of support to culture, the 55-th anniversary of the victory in the Great Patriotic War, 10-th anniversary of the Republic of Kazakhstan achieving its independence.

In accordance with the plans fixed, several meetings with employees of different enterprises, educational institutions, establishments, and privately owned firms were conducted. Jointly with the television station "Kalken TV', the party branch set up a discussion club, which hoisted several rounds of the game "kruglyj stol" (round table) on different topics, with representatives of the party, different political movements, centers promoting cultures of minority nations as participants.

Regional party is striving to participate actively in all the socially significant activities held in the region.

Active work is being done among youths. The youth wing has been founded. During the Mazhilis of the Parliament of the Republic of Kazakhstan delegates election campaign, the party branch and its youth wing organized guest shows & dance parties, meetings with voters and collected videomaterials and articles from mass media.

Now the regional party discusses the projects of the party rules and program, makes preparations for participation in the 3-d congress of the party.

Youth wing of the Voluntary Union "Republican political party "Otan" (Motherland)"

According to the decree of the republican party "Otan" political council bureau of 4 January 2000 a youth wing was established. By1-st March 2000 its branch in East Kazakhstan had developed a wide range of activities.

The main objective of the youth wing is to render assistance to the party in creating social, economic as well as other conditions for harmonious youth development in the Republic of Kazakhstan. East Kazakhstan branch, striving to attain this objective, collaborates actively with youths in proposing and conducting a variety of activities. For instance, such activities as "We Declare War on AIDS" (in cooperaton with the anti-AIDS center), the rock-festival "Say NO to Drugs" (in cooperation with the city akimat (local governing body)), impressive show in honor of the 280-th anniversary of Ust-Kamenogorsk "Tramvai 280", were successful. The advanced dancing club "Epitsentr dvizheniya " is very popular not only with the youths of the city, but with the youths in several other cities of our region as well.

Presently a unique project-establishment in our city of a youth center in order to unite intellectuals of the city and the region for further efficient development and activation of the youths' creative potential is going to be launched.

East- Kazakhstan Library Association

This Association was founded in 1996. It is a professional public organization. The Association's mission is to promote common library interests, organization and development of perfect library service system in East-Kazakhstan and establish friendly relations among librarians and those who are involved in library services.

One of the main principles of EKLA is to make the contemporary community admit the role of the libraries as important information centers, because is impossible to create a democratic and intellectually developed society without such centers.

The Association's activities are focused on rising the image of a librarian as an occupation, introduction of new information technologies, development of creative partnership, and increasing and strengthening relations with international library world. The Association pays great attention to the problems of alternative formation of library book collections, book exchange and protection librarians' rights.

The Association constantly works on the matters of organizing continuous education. This work is aimed not only at mastering library information services but also at obtaining knowledge from other fields: psychology, sociology, economics, and management, which can be applied to the library practice.

Members of the Association came to the conclusion that they have to create and cultivate libraries as information, educational and cultural centers in the communities.

The East-Kazakhstan Library Association is ready to cooperate with alike professional public organizations, exchange experiences and widen international relations with the colleagues.
