At the beginning of 2006 in the region there were registered 11 institutions of higher education. The system of professional education consists of 79 educational institutions, among which 42are colleges.

The majority of the institutions of higher education have contacts with the foreign foundations, organizations and institutions.

The students of the Universities are not only the citizens of the Republic of Kazakhstan, but also residents of the CIS and other foreign countries. A good scientific and professional potential of the faculty, technical equipment make our universities and institutes be attractive for study.

East Kazakhstan State University (VKGU)
The university was founded in 1991 in cooperation with Ust-Kamenogorsk Pedagogical College. In the sphere of higher education it has been working for 50 years. The university is a member of the International Academy of Higher Education, the "Open University in Siberia" association, and the Eurasia Association. VKGU is regarded as a cultural, scientific and educational center of the region.

Its structure consists of five colleges, the East-Kazakhstan Classical University, eight scientific-industrial centers, the Kazakh-German-Russian Ecological Center, Research Institute of pure water and new technologies, gymnasiums, schools lyceums and kindergartens. The post-graduate coursers and Ph. Degree coursers are functioning in the University. Bachelors and Masters are trained in accordance with international standards. There is no analogue of similar university structure in the Republic.

Among lecturers there are visiting specialists from Germany, the USA, Canada, Korea and Turkey.

At the fifty-two chairs about seven hundred lecturers and scientific workers carry out their research, pedagogical and educational activity, including fifty persons having Doctor of Science Degree, professors and more than two hundred Candidates and assistant professors. Students from different regions of Kazakhstan and the countries of the CIS are trained at the University in fifty specialties and one hundred and fifty specializations. There are also the students from China, Mongolia, Turkey and Syria.

The University possesses a powerful educational, material and technical base, including the Health Center, sauna, educational-scientific complex "Sibiny" with the total area 544 hectares, Ecological Center and Tourist Center.

East Kazakhstan State Technical University.

The University was founded in 1996 in cooperation with the Ust-Kamenogorsk Building and Highway Engineering Institute. It graduates specialists in the leading branches of the economy: metallurgy, mining, geology, construction, architecture, road building, economics, machine building, finance, and customs. VKTU is a leading scientific center. The University is a member of international associations of engineering.

The Schakarim Semipalatinsk University

The University was founded in cooperation with a pedagogical college organized in 1936. It specializes in the humanities, food industry, veterinary medicine, physics and math. Its programs are taught in Russian and in Kazakh.

Semipalatinsck Medical Academy

The Academy was founded in 1953.

There is a post graduate course where forty seven young Doctors study right now. Also, there are Ph. Degree courses where fifteen scientists obtain their study and a clinical practical one-year internship for seventy-five doctors. Eighteen research workers carry out scientific activities at the Center of Scientific Research.

There is its own clinical base, including two regional hospitals. The Academy has a training family ambulatory system. You will not find such a complex clinical base in any other Medical Academy in Kazakhstan.

Among its acadmic body are students from India, Pakistan, Syria, Mongolia and Egypt.

Eastern Humanitarian Institute

The Institute is the first private educational institution of the region. It was opened in 1994 by a group of scientists and professionals. The first president of the Institute was the famous scientist and talented teacher, N.V.Alekseenko.

The Institute was also the first to start teaching in the following fields: sociology, social work, design, international tourism, and economics and management in tourism. It keeps in a close contact with firms offering services to foreign tourists and the International Tourist Organization (headquartered in Madrid). Together with the International Tourist Organization, the Institute works on projects focused on training social workers, including a probational period at the Higher Professional School in Nijmegen (Holland).

The P.S.Baiseitov Semipalatinsk College of Finance and Economics

One of the oldest educational institutions of the Republic, the college was organized in 1931. The specializations taught here are: customs, taxes and tax-payment, financial control and budget and budget control.

Kazakhstan-American Free University

Kazakhstan-American Free University, established in 1994 as Kazakhstan-American Higher College of Economics and the Humanities-one of the most elite parts of East Kazakhstan State University, was opened in 1995. At the ceremony President of Kazakhstan N.A. Nazarbayev was present. The main goal of the university is to train efficient specialists ready to act in rapidly changing economy in the republic. The university provides higher education in management and jurisprudence. The university takes use of the latest teaching techniques and technologies, furthermore all subjects are taught in three languages with the English language prevailing. The university staff consist of highly qualifies professors from the USA, Canada, Europe as well as leading specialists of East Kazakhstan State University.

All courses meet requirements for a Kazakhstan university, management specialty. Moreover the curriculum includes some disciplines taught in American educational institutions, which provide bachelor degree in business management. As a result the university trains students in accordance with American standards as well. The main courses are the English language, Economics and Practical Management along with a series of financial subjects. The course of study is designed for five years.
Under support of American Board of Guardians the university annually sends its students to study in Northwest Nazarene University to obtain bachelor's or master's degree in business management. Every year students of the university gain grants for study in the USA through President's Bolashak or international ACCELS program.

University alumni receive both Kazakhstan diploma and American bachelor's degree in business management.

Ust-Kamenogorsk state medical college was founded in 1935. The college realizes educational activity on the base of state license on following specializations:

Almaty Juridical College:

Ust-Kamenogorsk Branch of the Institute.

Almaty Juridical College has been working since July 1995. It has branches in many parts of Kazakhstan, including Ust-Kamenogorsk. Ust-Kamenogorsk branch has been working since 1998. Students are taught in Kazakh and Russian languages.

The graduates of the college may enter the 3d year of juridical faculty at the University or at the Institute, because they have obtained professional skills on legislation, law and official work.

The level of teaching meets the modern requirements. Lectures and workshops are conducted by associate professors, candidates of science, specialists on law machinery system.

College students get professional experience in law machinery and juridical services.

Students get specific additional juridical knowledge and skills: operation in tax, bank and insurance spheres.

College has a big fund of juridical literature in Kazakh and Russian languages. There are lecture halls, equipped cabinets, criminality laboratories, computer classes and a reading hall.

The College of Economy and Finance

The College of Economy and Finance was founded in 1943, until 1991 it was called Co-operative Technical College, then Trade-stock-taking college. Since the year of 1998 the name has been College of Economy and Finance. At that time the college turned to be a modern educational institution. The college has 170 modern P.C.s. The newest educational technologies are used in the learning process. After one year of a study at the college, the students may be accepted to any economical faculty. The graduates of the college may enter any economical faculty at the 3ed year at the University or at the Institute without exceptional tests. The educational level in the college conforms to it's mission. The teachers in the college have professional experience in the economical sphere and can give not only theory but also may share the practice of work. In the college they have postal tuition and full-time instruction on the faculties: finance, banking, marketing, accounting and control.

East -Kazakhstan College of Art

East Kazakhstan college of Art was established in 1955 as Ust-Kamenogorsk Music school. In 1997 it was reorganized to East Kazakhstan college of Art after the name of national actors the Abdullins and joined Ust-Kamenogorsk Culture College. There are 3800 specialists graduating it, during the time of its existence. College is situated in the adapted building, combining auditoriums with the hostel for 85 places for nonresident students.

Nowadays College is one of the main in Kazakhstan. In 1983 it was among the seven best SSEIs by the results of all-Union social competition, in 1984 it was on the third place in social competition of SSEIs of Kazakhstan.

Teachers of high quality and experience work there, most of them have higher category. Many of the teachers are winners of international, republic competitions, awarded by honorable letters of Ministry of Education of the Republic of Kazakhstan, by the badges "Excellence in Education". Every year college students take part in the Republic competition of young performers and become its nominates.
