There are nine museums, two Philharmonic societies, one theatre of song and dance - "Euraz Show," three drama theatres and three hundred and forty one libraries and clubs in East Kazakhstan. The unique Abai Memorial Complex, founded in 1940, is a museum and reserve at the same time. Rich ethnography collection is represented at the Regional Ethnographic Museum in Ust-Kamenogorsk. The exhibits at the Historic and Heritage Museum and Fyodor Dostoevsky Literary Museum are also of great interest and amateurs of painting can find a lot of curious things among the exhibits of the Nevzorovs Museum of Fine Arts.
The historic and architectural monuments of the past are protected by the State. Among them there are the:

- Kozy Korpesh and Bayan Sulu Mausoleum (9-10th century)
- Enlik and Kelek Mausoleum (14-15th century)
- Ruins of Ablainkit Temple (1654)
- Abai Kunanbaev country estate (1894)
- former Peoples' House building (1902)
Three of our countrymen have the title of "People's Artist of the Republic of Kazakhstan," eleven bear the title of "Honoured Artist of the Republic of Kazakhstan" and ten share the title "Honoured Worker of Culture."
The A.S.Pushkin Regional Library
On March 20, 1896, A.S Regional Pushkin Library was opened. In 1937 it received the name "A.S. Pushkin" and in 1939 it received the status of "public library."
Today the library is the leading informational center in the region. It was the first in the republic to create electronic databases and an electronic catalogue. It was also first to open a public Internet class.
The library has become an active member of the Kazakhstan Library Association and in 1997 it organized the Regional East Kazakhstan Library Association.
Pushkin Library does a lot to develop and make its image attractive for its patrons. Much attention is devoted to the adoption and popularization of up-to-date informationaal technologies. The Library organizes Internet-lotteries, training seminars, and Internet festivals among other interesting activities designed to serve the public's growing needs.
Pushkin Library personnel are constantly broadening their skills-set. They do this by participating in international and republican seminars as well as practical studies.

The Abai Semipalatinsk Library
Abai Semipalatinsk is one of the oldest libraries in Kazakhstan. It was opened in 1883 by revolutionary democrats exiled to Semipalatinsk by the tsar government. Among the patrons of the library were Fyodor Dostoevsky, Abai Kunanbaev and well-known Russian traveller P.Semenov-Tian-Shansky. The library's unique collection of regional studies of the 17th and 18th centuries has great historical value.
Today Abai Semipalatinsk Library is in the process of converting its system to incorporate an electronic catalog and databases.

Regional library for children and youth
This library is an informational, educational and leisure center for children and youth, and the center of methodic and coordination for the childrens' libraries and schools' libraries in the East-Kazakhstan Region.
The work of the library began in the year of 1959. In 2002 it took the status (Youth's)
The book fund is about 130175 examples of different books and video-picture documentaries. There are 15182 users of the library. In 2001 they got an E-catalogue. The library collaborates with schools, colleges, and private schools and takes part in the educational process. The library has thematically exhibitions, reviews, lectures, games, lessons, and theaters shows.
They assist groups of pupils in the following way: "weak reading", "reading as help to a school's program" , and "problem kids"
There are psychologists and sociologists services in the library always ready to help.

East Kazakhstan regional special library for blind and visually impaired citizens
East Kazakhstan regional special library for blind and visually impaired citizens was opened in 1969. It has been organized from a collection of books, available from the Regional board of the Kazakh society of blind people (KSB).
The library is free-of-charge. It serves blind invalids, living in the region, members of their families engaged in questions of blindness, everybody working at the enterprises and in organizations of KSB, invalids of other categories, inhabitants, teachers and pupils of adjoining districts. With the purpose of serving the largest scope of blind invalids with library service, since 1970 a lot of library items on public principles have appeared at initial organizations of KSB and Regional social organizations. There are 11 libraries in the region.
In 1971 the first reel-to-reel tape recorders " Dayna " for listening to recorded books were received, and in 1984 the first cassette tape recorders "Proton" and "Legend" appeared.
The library has a book collection of various genres and kinds of literature, published in usual printed font, relief - dot (by Brail) and in record on a magnetic tape ("speaking" books) in Russian and Kazakh languages, relief - graphic manuals.
There is literature on problems of rehabilitation and social adaptation of people with sight impairments in the library. Here comfortable conditions for service of invalids on sight and the organization of their leisure are created. There are a lot of forms of service used there (the subscription, a reading room, a record library) and non-standard forms of service of readers (library items, in absentia and home subscriptions).
Circles of reading out loud in the reading hall of the library, at the branch of eye microsurgery at the Regional hospital, and in the city medical-social center "Ulba". In the reading room of the library the librarian - reader works. The library assists tutors of a kindergarten - school for visually impaired children. Circles "Brylist" and fans of poetry are popular among blind readers. Within the circles, blind people are trained in reading and the Braile system, playing on a bayan and dombra, and a basic computer literacy. In 1996 under the support of the fund " Soros - Kazakhstan " the library got the first computer.
In 2001 with the help of the grant from the Canadian Fund, the library got a reading machine "infa-200 ", and 15 taperecorders "Magnet" to be used by readers at home.
The library for blind and visually impaired citizens - unique in East Kazakhstan area serves the visually impaired, members of their families and the persons working on rehabilitation of blindness.

East-Kazakhstan regional, historical-heritage museum,was founded in 1946 in Ust-Kamenogorsk,with collections existing before the museum foundation (1915-1930)
Its main collections are in archeological, paleontological, ethnographical, botanical, and zoological studies. In its stock there is a collection of copper and silver coins from the 17th-20th centuries. In addition, there are illustrated magazines which were published before 1917.

Semipalatinskij heritage museum
The museum was founded in 1883 with the help of exiled Russian social-democrats such as: Mikhaelis, Dolgopolov, Gross, Leontiev, Blek, and Konshin. Its main collections are in archeological, botanical, zoological, and ethnographical studies. The museum building which was the governor's house in the 19th century, is also a historical and architectural memorial dating back to the 19th century.

East-Kazakhstan regional ethnographical museum.
The first and only ethnographical museum in Kazakhstan. Its main collections are in fabrics, metal, precious metals, wood, and books. In addition, they have architectural monuments, an ethnographical set in the open air, icons, porcelain, faience, glass, ceramics, pictures, and numismatics.

The Semipalatinsk museum of Fine Arts
Named after the Nevsorovs, its main stock consists of Nevsorov's personal collection of paintings and drawings between the 18th and 20th centuries; they were given to Moscow collectors by Nevzorov Y.V in 1988. The collection includes works of well known Russian painters such as: K. Brullov, V. Tropinin, A. Vasnetsova, I. Kramskoy, A. Savrasov, I. Shishkin, and V. Makovskij.

This museum has three art directions-graphics, literature, and music, although its foremost priority is the Fine Arts.
The museum was founded in 1990 on the basis of paintings of the well known East-Kazakhstan painter Leonid Ageikin (more than 1000 works)
Today, its stock includes more than 4,431 paintings, drawings, and decorative- applied art.

State Historic-Cultural, Literary - Memorial Museum of Abai
It was founded in 1940 in honour of the 95th anniversary of the great Kazakh poet and philosopher Abai Kunanbayev.
The reserve includes seven halls, a museum "Alash Aristory", a house museum Abai in the natural boundary Zhidebai, the museum house of Mukhtar Auezov in the settlement Borly, and a mausoleum set "Abai - Shakarim" in the Zhidebai natural boundary.

Semipalatinsky Literary-Memorial Museum named after Dostoevsky
Opened in the house where the exiled Russian writer Fyodor Dostoevsky lived between 1857-1859. Its expositions are devoted to the life and creations of the great writer. Its collection includes around 16,000 pieces including collected works, autographed books, and rare photos.

TV channel "KALKEN-TV"
In 1996, entrepreneur and owner of the central market place, Kazyken Anuarbekovitch Muhamediev bought broadcasting company "Kades" in order to contribute to the cultural and spiritual revival of the region. Later it was renamed "Telekompaniya KTV-5" Ltd. (broadcasting company). Its bidding met the requirements of the state-announced competition and as a result on 1 August 1997 the company was granted state license for broadcasting TV programs.
"Telekompaniya KTV-5" Ltd., the only independent broadcasting company in the region and licensed to broadcast on 30 decimeter wave band, established TV channel "Kalken- TV". The TV channel "Kalken TV" has exclusive right to rebroadcast programs of the most popular Russian TV channel-NTV (Independent TV channel). Long-term contracts on collaboration were made with representatives of Internews Network in Kazakhstan and Central Asia, international studio "Raduga" in Novosibirsk (Russia), videostudio of cultural and ecological union "Belovodje", advertising agencies and TV channel "31" in Almaty, TV channel "TVK-6" in Semipalatinsk.
The TV channel "Kalken TV" has 500, 000 potential viewers including inhabitants of Ust- Kamenogorsk, adjoining settlements, settlements of Ulanskiy, Glubokiy, Zyryanovskiy and Shemonaihinskiy districts, Leninogorsk city, and in prospect the whole of East Kazakhstan Region.
TV channel "Kalken- TV" is the leading privately owned channel in East Kazakhstan. According to opinion polls, the channel is the second popular channel with Regional TV channel in first place. This demonstrates that the strategy of channel development chosen by its heads is working well. The governing body as well as creative and technical teams of the broadcasting company are full of enthusiasm to make TV channel "Kalken- TV" one of the best in the Republic of Kazakhstan.
